Tsutomu Kouno is a Japanese game designer, born in Mishima, Shizuoka Prefecture. He graduated from College of Engineering of Nihon University and joined Sony Interactive Entertainment shortly after. He is best known as director and game designer of the video game series LocoRoco, but he also contributed to the level design of Ico.
